ANKARA – A landmark initiative is being launched to integrate judicial and administrative mechanisms at the highest level in combating cyber fraud. Minister of Interior Mustafa Çiftçi and Minister of Justice Akın Gürlek gathered to address legislative frameworks, inter-ministerial coordination, and the foundation of a specialized Anti-Fraud Center under "Project DOLUNAY." Designed to intervene in suspicious financial transactions within the first 18 minutes using AI-powered analytics, the project will unite the Gendarmerie, National Police, Chief Public Prosecutor's Offices, MASAK (Financial Crimes Investigation Board), and the banking sector under a unified coordination center. "Today, we apprehend cyber fraud suspects and bring them to justice; however, even when perpetrators are caught, recovering funds transferred across various accounts is not always possible. Our goal is not merely to capture criminals, but to safeguard our citizens' hard-earned savings.

Through DOLUNAY, we aim to intervene in this financial traffic in real time. Our target is to respond to fraud reports within the first 18 minutes, track suspicious money flows instantly via AI-driven analysis, and swiftly execute legal freeze mechanisms on relevant accounts. Just as we patrol our streets, we stand guard in our 'Cyber Homeland' with equal determination." — Mustafa Çiftçi, Minister of Interior
"In combating cyber fraud, tracking illicit gains and protecting victims' rights are just as vital as capturing suspects. The rapid transfer of fraudulent proceeds into different bank accounts, digital wallets, and crypto assets hampers the resolution of victim grievances. With Project DOLUNAY, we aim to instantly detect suspicious money movements using AI-backed analytics and prevent the transfer of crime proceeds. Together with the Anti-Fraud Center to be set up under the Ministry of Interior, we will strengthen coordination among Public Prosecutor's Offices, law enforcement agencies, MASAK, and the banking system. Just as in our fight against crime groups on the streets, we will give no quarter to fraud syndicates in the digital realm." — Akın Gürlek, Minister of Justice

Leveraging the full capability of state resources, Project DOLUNAY and the Anti-Fraud Center aim to accelerate the tracking of digital crime proceeds, prevent financial losses incurred by citizens, and robustly maintain public order across the Cyber Homeland.
